GEORGE W. TENLEY, JR.
President of Pipeline Research Council International
Topic: Overview of Pipeline Research Council International and some of the ongoing research work underway at the industry's premier not for profit research institution

For the past eight years, George Tenley has served as President of Pipeline Research Council International, Inc. (PRCI). For 55 years, PRCI has been the preeminent collaborative technology development program “of, by, and for” the energy pipeline industry, delivering research to meet the integrity and reliability challenges facing pipeline systems worldwide.

Prior to coming to PRCI, George served for 10 years as a Senior Executive in the U.S. Department of Transportation, where he was Chief Counsel of the Research and Special Programs Administration and, from 1990 – 1995, the head of the Department’s Office of Pipeline Safety.

During his career in government, George worked with the leadership of the pipeline industry to lay the foundation for the introduction of risk management in the pipeline safety program. He was instrumental in the passage of significant pipeline safety and dangerous goods legislation, for which he was awarded the Presidential Rank Award of Meritorious Executive. In addition, he was DOT’s principal spokesman in Congress and before the media in the aftermath of several pipeline accidents of national significance.

George holds a Juris Doctor degree from the University of Maryland School of Law.



ASHWINI SONI

Head of Pipelines Division from Engineers India Limited
Topic: Evaluation of Pipeline Coatings for Long Term Performance

Ashwani Soni has a Bachelor degree in Mechanical Engineering from IT, BHU, India and an MBA degree from Faculty of Management studies, Delhi. He has over 26 years of diversified experience in design, detailed engineering, coordination and project management of onshore & offshore pipelines and terminals. The experience covers pipeline projects to handle natural gas, crude oil, refined petroleum products, highly corrosive and sour products and covering Feasibility Studies, Front End Engineering & Design (FEED), Detailed Engineering, Procurement, Project Management & Construction, standardization and quality assurance. He is a member for preparation of pipeline standard for Oil Industry Safety Directorate (OISD) of India and Bureau of Indian Standards (BIS). DIXIT KADAKIA
Manager, Rehabilitation Products, T.D. Williamson, USA
Topic:
Global Overview of Innovative Maintenance Technology


Dixit Kadakia is serving process and transmission sector of Oil and GAS industries for last twenty six years. In his current role, Mr. Kadakia leads Pipeline Rehabilitation Products and Services department of T.D. Williamson, Inc. He is responsible for offering multiple pipeline rehabilitation solutions to pipeline owners and operators based good engineering practices, ASME pipeline codes compliance and local regulations. Prior to this assignment, he was responsible for project management, customers training and services and TDW India operations.

Prior to graduating from University of Detroit with Masters in Mechanical Engineering in 1980, Mr. Kadakia worked in India for two years after graduating from Sardar Patel University. Mr. Kadakia jointly owned two patents to improve flow through pressure relief valves and pipeline rehabilitation. Mr. Kadakia has served ASME Standards Code Committees like pressure vessel, safety relief valves, pipelines and operators qualification for last twenty years. He is currently member of ASME B31.4 Liquid Transmission Pipeline, ASME B31.3 Process Piping System and ASME Post Construction Sub-Committee of Repair & Testing.



KEN PAULSON
National Energy Board

Topic:
India’s Emerging Regulatory Environment

Ken Paulson is a Team Leader with the National Energy Board (NEB) of Canada. In his current role, Mr. Paulson leads a team of senior professionals in the evaluation and assessment of company compliance. Using risk based approaches, his team ensures that government compliance resources are targeted effectively and efficiently. Prior to leading this team, Mr. Paulson was actively involved in the development of goal-oriented regulatory approaches for the energy sector. Mr. Paulson developed the NEB’s Processing Plant Regulations and the draft Damage Prevention Regulations. In addition, he developed the current version of the Guidance Notes for the Onshore Pipeline Regulations and the Canada Oil and Gas Diving Regulations.

Mr. Paulson has more than 25 years of experience in the field of pipeline engineering and inspection. Prior to graduation from the University of Saskatchewan in 1986, Mr. Paulson worked as a pipeline inspector. Mr. Paulson maintains an active involvement in the industry through ASME and other industry organizations. Within ASME, Mr. Paulson is a member of the Board of Directors for the International Petroleum Technology Institute (IPTI) as well as a member of the executive committee for the Pipeline Systems Division of ASME. In addition, Mr. Paulson is the co-chair of the conference organizing committee for the International Pipeline Conference (IPC2008). Mr. Paulson also provides instruction for the Canadian Standards Association on their pipeline standard, CSA Z662 Oil and Gas Pipeline Systems.



RAED AL THUKAIR
Pipeline Specialist Engineer, Saudi Aramco

Topic: Management of Strain – Pipelines in Moving Environments


Raed AlThukair Is a Pipeline Specialist Engineer with a B.S in Industrial Engineering from the King Fahad University of Petroleum & Minerals, KSA. Mr. AL-Thukair has Five years of work experience at different departments in Saudi Aramco dealing with several technical and management aspects of oil and gas industry. He worked as operation engineer when he joined the company, then he move to different field to work as a control engineer in Pump Station.

Mr. Althukair has several work experience since he joined the company, after he exposed to different field, he join the Oil Supply Planning and Scheduling Department to have a big picture for all Oil & Gas Process. After That he back as specialist and work as simulation engineer.



ROHIT SINGHAL
Project Team Leader, Shell PDO
Topic: Solution to H2S, CO2, Water and Temperature Induced Corrosion


Rohit Singhal is an engineering graduate (gold medallist) from Indian Institute of Technology, India. He is currently working as Head of Main Oil Pipeline Project with Petroleum Development Oman (PDO), Muscat, Oman. At PDO, he has been actively involved in engineering for critical pipeline applications including pipeline engineering solutions related with High Pressure/High Temperature (HP/HT), exotic material and bi-metallic pipelines. He also has been involved in development of pipeline rehabilitation schemes and has been instrumental in developing PDO’s emergency repair procedures for metallic and non-metallic pipelines.

Prior to taking up his current assignment, he was Company Representative for gas pipeline projects and involved in the installation of Middle East’s biggest pipeline project of 2004-2005, 48”-270 km Export Gas Loop line Project.



G. S. WANKHEDE
Deputy General Manger, Operations, Bharat Petroleum Corporation Limited
Topic: Liquid Product Pipelines

A mechanical engineer by profession has 31 years of professional experience after his graduation 1976.

He is presently working as General Manager, heading one of the longest product pipelines in India from the commercial capital of India, Mumbai to the national capital, Delhi.

He has about 3 decades of experience in the Oil Industry in various disciplines and capacity which includes Retail Engineering, Materials, Installation Operations, overall operations, loss/gains and safety of all Depot/Installations. He has been looking after design/operation/maintenance and safety of the cross country pipeline of the company for the last ten years. He has commissioned four pipelines safely. He also worked in the shipping industry for 2 years. A career spanning 3 decades speaks volumes about his credentials.

In his present job he has contributed to various papers presented in the International Conference of NACE, CHT and OISD seminars.

Executive Director, Business Development, Indian Oil Corporation Limited
Topic: Sources of Supply

A. K. Guha, is a Graduate Engineer of 1970 and a member of ASME. After working for about 4 years in Oil India Limited, Pipelines, joined Indian Oil Corporation Limited in 1975 and now working as Executive Director - Business Development, IOCL, Corporate office. During his 36 1/2 years experience in oil pipelines, he has worked in various capacities in project execution, construction and operations & maintenance. Submitted papers in various national and international conferences. During the last ASME' conference in Calgary, Canada, he was one of the judjing panel member for the Global Pipeline Award competition. He remained a Principal Panelist of Oil Industry Safety Directorate for a long time and also associated with the Centre of High Technology. He was also in the high level committees of Department of Science and Technology and Directorate of Shipping for preparation of certain documentation, approach plan.
